Ukrainian Official: Biden Gives Putin the Green Light to Invade as Russian Troops Amass at Border

At his lengthy press conference at the White House on Wednesday afternoon, President Joe Biden told those reporters who questioned him about a possible Russian invasion of Ukraine that he predicted that Russia “will move in” to Ukraine.
CNN reported that Biden warned Russian President Vladimir Putin of significant economic consequences should such an incursion occur.
Biden did suggest, however, that a “minor incursion” into Ukraine would elicit a lesser response than a full scale invasion of the country, as was reported by CNN.
Speaking to CNN’s Matthew Chane, a Ukrainian official said that he is “shocked that the US President Biden would distinguish between incursion and invasion” and suggest that a minor incursion would not trigger sanctions but an invasion would.
“This gives the green light to Putin to enter Ukraine at his pleasure,” the official added, according to the CNN report.
The Ukrainian official told CNN that he’d never heard any nuance like this from the US administration before. “Kyiv is stunned,” he added, referring to the Ukrainian government.
The fact that Biden spoke of the United States’ commitment to protect NATO countries in the event of a Russian invasion suggested that his prediction of a Russian invasion or incursion will occur at some point in the near future.
Until today, Biden had not offered a firm acknowledgement that the US expects Russia, under the leadership of their president, to actually send troops into Ukraine despite their massive presence at the country’s borders.   
CNN reported that Biden said of Putin at the Wednesday press conference: “I’m not so sure he is certain what he is going to do. My guess is he will move in. He has to do something. He is trying to find his place in the world between China and the west.”
Biden described Putin as a leader searching for relevance in a post-Soviet world.
Concerning the threat of possible US economic sanctions being imposed on Russia if in the event any invasion would occur, Biden said: “He’s (Putin) never seen sanctions like the ones I promised will be imposed if he moves, number one. It’s one thing if it’s a minor incursion and we end up having to fight about what to do and not do, et cetera.”
“But if they actually do what they’re capable of doing with the forces amassed on the border, it is going to be a disaster for Russia if they further invade Ukraine. And that our allies and partners are ready to impose severe cost and significant harm on Russia and the Russian economy,” he said, according to the CNN report.
CNN also reported that Biden said that these sanctions include limiting Russian transactions in US financial institutions.  “Anything that involves dollar denominations,” Biden said.
