A recently released video seemed to show a group of Brooklyn residents harassing a tow truck driver who is about to cart away a car.

The NYPD says it will not tolerate what it calls harassment of its traffic agents. According to the New York Daily News, the alleged incident happened on Thursday at 44th St and 15th Ave in Brooklyn when a traffic agent prepared to tow away a Honda Odyssey minivan. According to reports, several people present unhooked the car before it could be towed, and someone believed to be its owner drove away with it.

According to a video of the event, the crowd began to verbally insult the tow driver. There was also, according to those who have viewed the video, a snide remark about the African American tow driver’s race.

A statement made public by the NYPD read “We will not tolerate out traffic agents being subject to abuse in any form, not the least of which is the ugly example we see in this video… This is disgusting behavior against an officer who was doing his job to keep New Yorkers safe while exhibiting restraint and professionalism.”

According to a report in Vos Iz Neias, “The video shows the traffic agent disgustedly taking some of his equipment back from a Chasidic man who had removed it from the top of the minivan, and then being intercepted by two more men as he placed his hand on the driver’s side door of the vehicle, ostensibly to prevent him from leaving, the driver speeding away as soon as traffic cleared. Sources told VIN News that the car was parked near a fire hydrant and had not allowed the15 foot clearance of the hydrant as required by law.”

To its credit, the city does its best to make its traffic rules and regulations, including those involving towed cars, public knowledge. Indeed, one wonders if it was fear of the unknown that was responsible, at least in part, for the crowd’s reaction.

When retrieving a towed vehicle, car owners must bring the following items with them to the tow pound:

Current vehicle registration certificate

Valid driver’s license

Current insurance card for the vehicle

According to the city, vehicles may only be released to the registered owners, their spouses, or their authorized representatives. In order to be considered an authorized representative for the vehicle’s owner, the representative must have authorization in writing, with the notarized signature of the registered owner. “A vehicle will not be released if there are parking judgments against it. You must pay the judgment amount to the Parking Violations Bureau before redeeming your vehicle. Parking tickets cannot be paid at the tow pound.”

The towing fees are:

Regular Tow fee: $185.00

Heavy Duty Tow fee: $370.00

Overnight Storage fee: $20.00

Immobilization Devise (Boot): $185.00
