Taylor Force Act Passed in Spending Bill, Forces PA to Stop Compensating Terrorists

  • The new omnibus spending bill which President Trump signed, has generated great debate in conservative circles, however within the bill is a new milestone in combating Palestinian terrorism, The Taylor Force Act.

The Taylor Force Act will end U.S. aid to the Palestinian Authority (PA) as long as it pays stipends to Palestinian terrorists — either those in Israeli prisons, or the families of those who are deceased, Breitbart reported.

Taylor Force was a US Army veteran, who was stabbed to death by a Palestinian terrorist while he was visiting Israel in 2016.

The bill was heavily championed by Republicans, while several Democrats were more worried about protecting the $300 million in annual US aid to the Palestinian Authority.  The bill could have been a standalone, but to avoid Democrat pushback, it was tucked into the spending bill, which Democrats were keen to pass.

The PA has a longstanding policy of compensating families of terrorists who are convicted in Israeli courts, this bill will force Palestinian leadership to re-evaluate this policy or face a serious financial blow.   This practice is essentially a “martyr compensation package”

“This is one of the most significant pieces of legislation I’ve been involved with. The powerful message from the Force family, along with effort from the pro-Israel community led by Sander Gerber, have made this possible”, Senator Lindsey Graham said about the bill.

Sander Gerber, an influential chief executive of a New York-based hedge fund, heavily campaigned for this bill and spoke at length about it during CPAC (Conservative Political Acton Committee) in February of 2016.

Gerber, who has served in advisory roles dealing with international terrorist financing since 9/11, decoded the P.A.’s budget which is available online (in Arabic) and essentially discovered the “martyr compensation” program.   Gerber said, “PA had created an infrastructure to indoctrinate, reward and incentivize their people to become terrorists”.

The law would dramatically halt US financial assistance to the PA absent reform, while retaining aid allotted to security cooperation and some humanitarian relief, Jerusalem Post reported.

For decades, the PA has provided monthly stipends to Palestinians convicted of murder or terrorism relative to the length of their prison sentences, and to the families of slain terrorists. The PA considered the program a fundamental pillar of its welfare system, Jerusalem Post explained.

“Sander Gerber brought me this issue, explaining to me the Palestinian law is so corrupt… It is a sick system. It needs to change”, Senator Graham told Jewish Week, & Times of Israel when he first introduced the law.
